On May 2, 2024, in Charleston, North Carolina, we were honored to co-host the ribbon-cutting ceremony of the James Lewis, Jr. Apartments. This event marked the culmination of a dedicated effort to address the pressing need for affordable housing in a city where rent prices have soared in recent years. The South Carolina State Housing Finance and Development Authority (SC Housing), in partnership with the City of Charleston, proudly unveiled this 64-unit multifamily affordable housing development, named in honor of former Councilman James Lewis, Jr. The apartments are available for rent to individuals earning sixty percent or below the Area Median Income (AMI).
The Importance of Affordable Housing in Charleston
Charleston has witnessed a dramatic increase in rental prices over the past few years, making it increasingly difficult for some residents to find quality, affordable housing. The need for affordable housing solutions has never been more critical. Affordable housing provides stability for families and individuals, while supporting the community’s economic and social health. It allows residents to allocate more of their income towards essential needs such as healthcare, education, and savings, ultimately contributing to a more robust local economy.
Understanding the importance of affordable housing, the City of Charleston has invested $7 million dollars into the James Lewis, Jr. apartments by leveraging Affordable Housing Bond funds and the value of the land itself.
Honoring James Lewis, Jr.
The affordable housing complex is inspired by James Lewis, Jr., who served on the Charleston City Council from 1995 until his retirement in 2020, has been a longstanding advocate for affordable housing. His unwavering commitment to this cause led the City Council to unanimously name this new development in his honor. Indeed, Mayor Cogswell was present alongside James Lewis, Jr. at the ribbon-cutting ceremony. The James Lewis, Jr. Apartments stand as a testament to his legacy and dedication to improving the lives of Charleston’s residents.
A diverse group of folks honored Mr. Lewis, Jr., while celebrating the affordable housing goals of Charleston, SC. The following people spoke at the ceremony. Ms. Genoa Shaw Johnson (City of Charleston, Department of Housing and Development), Rt. Rev Dr. Alphonza Gadsden (New Israel Reformed Episcopal Church), James Bernstein (Fitch Irick), Will McCauley (Creative Builders).
Their remarks emphasized the unity and dedication of the community in continuing Mr. Lewis, Jr.’s vision for affordable housing in Charleston.
Pioneering Affordable Housing Solutions
The SC Housing Authority, whose partnership was essential for this development, is at the forefront of creating affordable housing opportunities across South Carolina. Their comprehensive approach includes:
- Homeownership Programs. Offering competitive, market-based financial products to assist residents in achieving homeownership.
- Home Repair Programs. Providing vital home repairs to address life, health, and safety conditions, ensuring homes are safe and accessible.
- Supportive Housing Financing. Funding housing programs that include necessary services for residents in need.
- Multifamily Project Financing. Increasing the availability of quality rental homes through the financing of multifamily projects.
These initiatives are overseen by an Executive Director and a nine-member Board of Commissioners, appointed by the Governor, ensuring that the organization’s strategies and operations align with the community’s needs. The Board includes experts from various fields such as banking, mortgage servicing, homebuilding, and real estate sales, ensuring a well-rounded approach to affordable housing development.
An Inclusive Vision for the Future
The James Lewis, Jr. Apartments represent a vision for the future of Charleston. This development includes a mix of 2, 3, and 4-bedroom units, designed to cater to diverse family and individual needs. The ground floor features mixed-use space that will be utilized by the City of Charleston as an incubator office space for minority-owned businesses, fostering entrepreneurship and economic growth within the community. Additionally, a city park adjacent to the apartments will create a vibrant space for recreation and community gatherings, redefining the live, work, and play experience for future residents.
